A mentally ill mum stabbed her daughter to death days after police freed her, the Old Bailey heard yesterday.
Galtricia Ntsimbi, 23, who arrived from Paris in 2006, knifed two-year-old Trycia Balhous then stabbed herself.
She was earlier arrested for harassing a shopkeeper and a police doctor concluded she had a "delusional disorder" and needed help.
But she was released without charge after Barking social services had difficulty finding an interpreter. Her estranged mother visited her last August and found her crying - but Ntsimbi locked herself in then stabbed Trycia.
Ntsimbi, of Barking, Essex, admitted manslaughter and was held indefinitely.
The judge said that it was a "thousand pities" the alert was ignored.
